ABSTRACT Kabwohe HCIV, OPD attendances from October 2016 to September 2017 was 21592 patients with only 8359patients counseled leaving a gap of 13233 patients not counseled (61.3%). The study was to determine the factors hindering HIV counseling services at Kabwohe Health Center IV in Sheema District. The study was a cross sectional study that used quantitative and qualitative methods to determine factors hindering HIV counseling services at Kabwohe health center IV. The study showed that most of the health workers who engaged in counseling HIVclients were nurses (57.5%) and majority of these health workers (62.5%) had no training in counselling HIVclients. Most of the respondents revealed work overload and associate burnout (67.5%), and child counseling (80%) as the most commonly faced challenges. Long waiting due to long queues (62.5%) and lack of confidentiality (52.5%) were mentioned as some of the factors limiting clients’ turn up for HIV counseling. Health facility related factors like inadequate staff and lack of enough infrastructures can hinder counseling services.Health workers’ related factors like lack of confidentiality, and clients’ ignorance about the advantages of counseling hinder counseling services. This study recommended the following; Improve HIV counseling services, health workers’ trainings in HIV counseling, home based counselling and testing and community sensitization about benefits HIV counselling should be conducted.
