(A CASE STUDY OF ENUGU STATE WATER CORPORATION)
ABSTRACT

            This research project examined the structure of staff welfare scheme existing in ENSWC as well as the extent to which this welfare scheme satisfies the workers of the organization toward greater productivity. The researcher made use of interview method and review of related literature as her research instrument.
            The researcher observed that despite use huge amount of these money spent by the management of ENSWC (Enugu State Water Corporation) on workers welfare, these workers still feel dissatisfied with the welfare scheme being package for them.
            Specially, the workers amongst others would prefer most of their welfare packages to be in cash rather than in kind. They also wanted the management to include health care services, canteen services even though dropped in their welfare packages. Absence of these and other supposed welfare packages can still lead to more various forms of indiscipline and non commitment and fraud among ENSWC as an organization. The researcher therefore, recommends amongst others that more pension and gratuity scheme, health services should be considered even more cash should be  given and less in kind.
INTRODUCTION
            The staff welfare scheme if an incentive or package offered to the staff by employers of labour over and above their salary which increases the health, health or their standard if living at some costs to the employer.
            The staff welfare scheme has grown to become an integral part of staff pay package in most government parastatals. These welfare salary does. Staff welfare scheme has been designed and implemented by the government. This is intended to stimulate the staff or workers towards increased productivity. This can be analysed that the welfare of the people shall be paramount interest of any government parastatals. The effect of current economic recession on the public services has become so depressed that the salary earning of staff can no longer accommodate their numerous needs, more especially physiological need. Thus the important role that the welfare scheme plays in business.
            Organization today cannot be over emphasized. No wonder why most government parastatals ministries, non governmental organization continues to offer welfare benefits to its workers and even continue to review these benefits from time to time.

CHAPTER ONE
INTRODUCTION
1.1       BACKGROUND OF THE STUDY
            This is the theoretical framework that will be dealt with in this research work.
            Enugu State Water Corporation is one of the numerous government parastatals that have continue to offer some welfare packages to its staff over the years. The ultimate aim has been to increase the quality and volumes of services offered and state levels. Upon all these workers package being offered to ENSWC staff yet their customers seems generally dissatisfied with the quality of services offered by ENSWC.
            It’s against this background that the researcher tends to find out the existing staff also to find out whether such a welfare scheme provides enough incentive that could improve productivity.
1.2       STATEMENT OF PROBLEM
            The motivating factors that made the researcher to embark on this study includes the problems existing from inadequate welfare services. This has posed a serious concern to every organization.  There is lack of enough welfare services, consist of worker dissatisfaction strikes, pickets, inefficiency, indiscipline etc.
            All these constitute problems statement the central issues are therefore: -
i.              What lead them to such strikes, pickets activities, inefficiency, indiscipline. This could be attributed to inadequate welfare benefits due to economic recession.
ii.            To what extent has the welfare services influence workers attitude to work. ENSWC is one of the numerous public parastatals established both in state, local and federal level with the primary aim of distributing water services to the general public specific to Enugu State. This organization is designed to generate fund, pay workers, give fringe benefits and render proper accounts to the state government.
The quality of services offered by ESWC is nothing to write home about. Private individuals and organization in the state had always had one compliant or the other with regards to the quality of services they receive. Some have tap but cannot receive water.
iii.           What are the aspects that hinders the efficient operation of these welfare benefits in the organization.
The engagement of workers in abusing of fund which leads to shortage of fund, incomplete records on financial matters while all these welfare scheme amount to cost. If the management continues to implement in without any increase in productivity on the part of workers than the aim is defeated and the organization may eventually collapse just like their counterpart.
1.3       RESEARCH QUESTIONS
            By the need of this research work the researchers intends to provide answer to the following research questions.
i.              What is range of staff welfare scheme offered to ENSWC.
ii.            What are the objective for designing the  to what extent for the staff of ENSWC and
iii.           What is the effect of economic recession on the scheme.
1.4       PURPOSE OF STUDY
            The broad aim of this research work is to investigate the staff welfare scheme in Enugu State Water Corporation. The researcher tend to observe some objectives at the end of the research work.
i.              To find out the range of staff welfare scheme offered in Enugu State Water Corporation.
ii.            To find out the objectives of the staff welfare scheme in ENSWC and the extent to which these objective is being achieved.
iii.           To find out the effect of the economic recession on the staff welfare scheme in ENSWC.
1.5       SIGNIFICANCE OF STUDY
            The significance of the study is that it would enable the researcher to discover the present staff welfare scheme in ENSWC and to determine whether or not such a welfare scheme is enough to motivate the workers of ENSWC towards improve productivity.
            Finally, the state, the federal ministry, government parastatals and non Governmental organization, the staff of ENSWC and the student trainees of Business Administration and management are all going to benefit from this research work.
