ABSTRACT

This research work is in respect to the development of an Information Retrieval System for the Federal Road Safety Corps in Benue State. An Information Retrieval System is a system that is capable of storage, retrieval and maintenance of information, the general objective of this  System is to minimize the overhead of a user locating needed information, overhead can be expressed as the time a user spends in all of the steps leading to reading an item containing the needed information. Cluster analysis is used to create groups of documents with the goal of improving the efficiency and effectiveness of retrieval The system uses tree-structured clustering techniques to group into cluster records of vehicles and their owners stored in the FRSC database, with this, similar record are store together in a group to ensure fast and effective retrieval of this records, also using a keyword to search for records of vehicles and their owners registered in a particular local government in the state can easily be view.
