The data was collected from the responses of teachers, parents and pupils. Survey method of data collection was used which employed interview scheduled for parents, teachers and pupils. To pick the schools stratified sampling was used but to choose parents, teachers and pupils random sampling was used. The sampled population that gave their responses were parents, teachers and pupils from the four sampled school out of the ten schools in the location. The pupils sampled were 50 out of the total 500 pupils in the four primary school. The parents were ten from the four primary schools, while ten teachers were sampled from the four primary schools. From the findings it was clear that the main indicators of indiscipline problems in Lower Primary were the use of abusive language, fighting among pupils, and general disobedience by the children, stealing, destroying of school properties, lack of respect to authority and telling lies. The main causes as investigated were; lack of guidance and counseling from parents and teachers, lack of good role models, lack of basic needs, lack of spiritual guidance by children, drunkard parents, hostile teachers and large number of pupils in class. The researcher recommended that: parents should provide basic needs to children, parents and teachers should also provide good role models to be emulated by children, the government on the other side should provide the training of teachers on guidance and counseling through seminars and workshops.
