ABSTRACT
This study was set forward to establish the outstanding challenges to Universal
Primary Education within Mukono Town Council by taking a case study of
some selected secondary schools. The general object of the study was to
establish such challenges to UPE.
Chapter two looked at the review of what other researchers had written on the
theme under study by citing out their concerns over the issue of compulsory
education or education for all.
In the preceding chapter that is, the methodology, it involved the application of
descriptive design, and the collection of data was effected with the application
of questionnaires. Data analysis was done by using percentages and frequency
distribution tables.
Chapter four looked at the analysis, interpretation and discussion of findings
and from the finding of the study, it was revealed that factors like, traditions
and culture, uncongenial home environment, poor supervision and monitoring among others were the outstanding challenges to Universal Primary Education. Accordingly, a conclusion was reached at which called for a re-addressing of the major impediments to effective basic education.
