ABSTRACT The study was can·ied to establish city planning practice and waste mmngement in MogadishuSomalia: a case study of Hilwa district local government. Objectively the study sought to identify the city planning practices applied in Hilwa district, to establish the factors hindering Hilwa district from attaining sustainable waste management systems and to establish the strategies to be adopted to improve sustainable waste management in ways that are environmentally responsible, socially accountable and economically. The study used a crosssectional research design which was used in assessing respondents' views towards city planning and waste management. This type of research design utilized different groups of people who differ in the variable of interest, but share other characteristics such as socioeconomic status, educational background etc. Cross-sectional research design was designed to look at a variable at a particular point in time and focuses on finding relationships between variables at a specific point in time. A sample of 103 was used and questionnaire and interview guide was used to collect data. Data analysis was done using a computer package called SPSS. It was found out that finding that there was recycling and reuse, dumping of waste and waste reduction lack of human resource capacity, limited financial resources, lack of accurate data or infonnation for planning purposes and poor revenue collection and no infonnation in the council that could be relied for planning purposes ; there was need to prioritize and enhance the implementation of the structure plan physical planning department, need to recognize the urgent need for enhancement of local revenue generation in order to fmance the department's and needs to acqui;.:: up to date infonnation on property boundaries, owners, plot sizes and accurate mapping. It was concluded ' that The collection, transportation and disposal of solid waste in Hilwa district are the responsibility of district and its agents or appointed private collectors. The district (Hilwa) is required through its agents, servants or licensed collectors to ensure that solid waste is collected and conveyed to treatment installations or approved disposal sites to the extent required to satisfy both public health and environmental l,;onservation requirements. The study recommends the district should carryout massive sensitization of the local community on proper solid waste management from household level on issues such as solid waste avoidance, shorting, reduction and reuse. The district authority should integrate, recognize and support income generation.
