ABSTRACT:

The study looked at contract management and service delivery with the objectives; To establish the relationship between accountability in contract management and service delivery, to determine the relationship between communication in contract execution and service delivery and to establish the level of skills / knowledge possessed by contract management stakeholders and how they impact on service delivery. A sample of 69 respondents were detennined using Sloven's Fonnula; n = N l+N (e)2 The findings of the study revealed that contract management was not being handled properly which meant that service delivery was hampered The researcher drew the following conclusions; Contract management which had a direct connection with service delivery in Mityana District Local Government was not being managed with the required professionalism it deserved. This frustrated the likely achievement of service delivery in the handling of contracts in the District. The failure of public officers to account and manage the communications and flow of information coupled with the staffs limited skills and knowledge in contract management as noted in the findings meant that service delivery was compromised and recommended that; The researcher fronted the following recommendations for the District and other policy makers to adopt; Autonomy should be granted to the contract managers to enable them achieve an effective service delivery outcomes. Training for the staff should be undertaken to equip the employees with the relevant skills and knowledge on the subject of contract management.
