Abstract

Education is a vital qualification for everyone alike in this dynamic world. Many people especially in the rural areas and the poverty stricken do not understand the role education plays in the world and the development of their country. Many people due to what they lack think that it's not okay to take children to school especially if they can be used as labourers on the family farms and land. The children who should be in school only attend school for a brief period and when need arises for them to work at home, the parents stop their children from going to school. Discrimination on matters of gender, considering which of the two should be favoured more to go to school than the other is also another problem. In most cases, tribes in Africa consider the girl child as material for marriage and tending to home affairs. Poverty also shadows a number of people's views on the issue of education. When UPE was introduced, all the people expected that everything was going to be provided for them including meals for their children, uniforms and all necessary requirements like scholastic materials. In Uganda it is well known that the parents send children to school in the poorest condition ever, in view of the free education awarded to them. For example, children go to school in tattered clothes, no shoes, no breakfast, very dirty from gardens and at times as late as 10am reporting for school. For the rural population, it is harder to identify those who go to school on a regular basis. Everyday that goes by, there are new entrants and they are also not consistent. They are the
